J-1 cancelled without prejudice - is it really cancelled?

I had a J1 visa 7 years ago. I spent these years in a country other than that of my nationality or the US. My J1 got stamped as "cancelled without prejudice" 5 years ago and the note "bearer still subject to 212(e)" not doesn't show up on my B1 visas anymore. Does this mean that my 2 year foreign residency requirement is completed and I can get a work permit in the US? If not what are my options if I need to go there for work? where can I get my case assessed?
