J1 Visa Waiver : I am an Indian citizen and was sponsored by Singapore Government to do my Masters in USA.?

Now I am subject to the two year rule in India before I apply for a H1...But I am working in Singapore and have no immediate plans to go back to India. Can i apply for a J1 waiver ?? I have no commitments with the Indian Government ....

How can I clarify from the US embassy if my two year rule is in Singapore or India ? My visa says it is in India.
