They are pretty much in danger of going extinct so they ask for funds to help promote population growth and preserve their land or territories.

Most cases when environmentalists say a creature is becoming endangered the government will put resources into studying that endangered species first before putting them on the endangered list just to make sure allegations are correct or incorrect. Then the government will put more resources into making sure that species does not become extinct and withdraw resources when they believe reproduction levels are at a safe level to sustain themselves.

Yes, they are endangered.  The population of the species is below critical level for survival.

The U.S. Fish and Wildlife Service (see link below) sets the benchmark for which species are endangered or not.  Nonprofit (501(c)3 organizations) or anyone outside of the USFW  for that matter, have very limited say or influence on that decision.

Determining if a species is endangered or not isn't based purely on the numbers of the existing species, but also the threats it faces, range of habitat, overall individual health, outside intrusions, etc.

The USFW has done a good job of managing this program and have helped other nations determine how develop their own endangered species programs.

In the current administration if they say it's endangered it probably is almost extinct. In most normal times if the population drops below a certain number it is endangered. Killing endangered species will result in a huge fine and possibly jail time.
