Depends on the degree of perfection on how they can pass off for the female gender.

When they look like Anne Curtis, for example,  it is safe to use the Ladies.   If not,  they can storm in the Men's Room, with a voice so thick you'd think the Undertaker has come to town, sayin'  "Bombs Away!".

Definitely they should go to Men's room. Its easy for men to protect themselves against malicious g**s but it would be difficult from women to protect themselves to males that can pretend to be g**s just to give 'partial consent' in entering female restrooms.
