Janome 5700 handwheel stuck/inside pulley stuck

Question

handwheel won't turn. when changing fuse noticed handweel was stuck. outside belt turning freely but inside belt/rods are stuck. when machine turned on, indicates up/down needle; when pressed makes loud noise and says"stopped for safety purposes". needle is stuck in drop feed/needle hold.

any suggestions?
