This is not an easy question actually.

Quantity wise, definitely China without question.

Quality wise, Japan.

In terms of economics, in general, China's GDP is nearly double that of Japanese.  Although, population of China is also over 5 times that of Japanese.  Even though China has higher GDP, it also cost them to maintain the living standard of their nation too.  This is like;

China = a couple that earn $200,000, and has 8 kids.

Japan = a couple that only earn $100,000, but no kids.

It's hard to say which family is more wealthy aye?

By the way, in terms of stock market, Tokyo stock market is the second biggest in the world after New York, about US$1.4trillion ahead of China.  This serves as an indicator to show stability and safety of the economy as well.

Now, another critical difference would be the resource.  China definitely has higher advantage in terms of resource, but again, they've got more people they need to feed.  Whereas Japan has no resource, and all they make money out of is by selling technologies, and to sell technology, they have to buy a resource to make the product from overseas.  If people around the world stop watching TV, and start riding bycles instead of driving, then Japanese economy would be totally smashed as they fully rely on profit from international trades.  While, China at least have enough resource to feed their people.

Similarly, in terms of military expense, China is the 4th in the world with US$59billion, while Japan is the 5th in the world with less than US$49billion.  Also, China has got way more soldiers and Japan is no where near it.  Although, more soldiers doesn't necessary mean strong army like back in middle age - 100,000 soldiers with a hand guns or 100 high-tech tanks, which is stronger?  In that sense, quality of the equipments per soldier is way better for Japanese.
