Jews are by definition people who practice a faith prescribed by the Torah.  There are Jews who are Black skinned including Americans who are born into and raised or converted into and practice Judaism.  Many people seem to think that "Black is a culture."  I happen not to agree and therfeore have difficulty really understanding the question you have, althugh it is a very popular question!
