In his interview with Charlie Rose, Jimmy Carter said about his book "Palestine" Peace Not Apartheid, that what he means by that title is that he wants to see peace for Israel and for "Palestine" so it will not be like an Apartheid state.

It's not a secret that israel is an apartheid state and everyone knows that, but no president would dare to say the truth while in office.

Added. A dictator does speak for all the people until they have had enough and overthrow him. A dictatorship does not give the people a voice,so they can't use it unless they are willing to die for what they say.
