Job corp what a scam?

I was in job corp at columbia basin, moses lake. and man what a scam that was. I was forced into the cement masons trade because the trade that I wanted to go into had a waiting list. finally after 5 months of waiting I finally got in except they forced me to graduate as a cement mason because I had to many credits gained by the temporary trade they put me in while on the waiting list. They sent me home and sent in the mail a letter "congragulating me on graduating as a cement mason" along with it a check of 1600.00 or close to it ( I cant remember its been almost 5 years since then. However I am still waiting for my certificate showing that I am certified as a cement mason. They are so ****** up they can't even give out enough certificates for their graduates. I was talking to my fiance about this and she has many friends from wa who graduated from job corp but never got any certification to prove or show for it. I keep calling the job corp number and get no answers, what can I do?
