  1. What do you mean by outsourcing? There is a technical definition for it, but I don't think that's what you mean.

If an American company opens a factory in China and starts producing goods there, that is not outsourcing; that is offshoring:

If an American company hires a local company to run its company cafeteria, that is outsourcing:

Then there is the question of what is good and what is bad for the economy.

If you outsource the company cafeteria to a local company and they are so good at it that they need half the number of people to serve better meals to the same number of diners, is the economy better off because food production is more efficient, or is the economy worse off because fewer people are now employed in the food service industry?

If you import food from another country rather than using up your limited (or expensive) supply of clean water to grow it yourself, or you dump your smelly garbage in some other country so you don't have to have it near you, you are clearly better off. Is the economy?

(Need I point out that is is obvious to me that all the CDs and DVDs produced in the U.S. that I don't like are a waste of valuable plastic. I propose we ban their production as a step to improving our economy. What do you think?)
