Job seeker sites for people looking to immigrate?

I am looking to immigrate, but obviously I need a job before I go. Which are the best sites for employment for overseas people? I know most site offer only to residents, but I cant be a resident unless I get a job. Its a vicious circle I guess..

I am a South African with 2 years working experience in retail Merchandise planning.
