High school graduate with over 17 years in construction industry as site manager / contracts surveyor / contracts administration. Excellent english speaking and correspondence skills. Seeks employment anywhere in the world with construction / allied companies / industries.

Getting an employer to sponsor you to come to Australia and work for them, is your best bet for citizenship.  And without citizenship, it's highly unlikely that you will be legally allowed to work in the sort of skilled fields in which you're apparently used to working.  The general "Work Visas" in Australia are meant for people in unskilled labor, doing things like waiting tables and picking fruit.  If you really want a career in Australia, you'll need a sponsor.  Getting one can be quite tricky, but given your previous experience, you seem like you might be a good candidate.  Your best bet is in the mining industry, as this is a chronically understaffed industry in Australia, and they're always desperate for skilled workers in all the various fields associated with this industry.  The only downside is that often you can be located in the most remote regions of Australia, which isn't great, if you hoped to play the part of the tourist, as well.  However, many companies fly employees in to the mining site from the larger capital cities; they work them non-stop for two or three weeks, and then you get a big chunk of time off back in your capital city.  Not a bad set-up, if that's your thing.  You should start by researching potential employers and contacting them directly.  Anyway, best of luck.
