i am a filipino citizen.can i apply a job in ireland as a driver?

Yes, provided you have a work permit allowing you to seek employment in Ireland, have passed to relevant HGV or passenger driving tests and don't have any endorsements or driving offences.  I'm not sure if a Fillipino driving license is recognised in Ireland so you may need to retake the relevant test.
