Jumpy Playback Through TV

I have an old Canon E520 that I bought on Ebay. When I connect the camcorder to the TV via and RCA cable and play the tape, the video is jumpy. The audio is fine, but the video jumps around a lot. Is there any way to fix this. Do the heads need to be cleaned?
