Just heard Mian zhu han wang got flooded, my friends's brother one of the bravest men who rushed with many , and tried to save more suffered , but sudden flood came. they all are missing and lost contact . Please help! 绵竹汉旺亲友 ! we are praying for you

Chinese are smart!  Why didn't they have an emergency plan or a earthquake detector in place ?  Is this their first eartquake ?
