K1 Visa petition, while working in the US on a C1/D, will it affect the Process?

It is said that if a K1 Visa or Petition is on Process, the recipient should stay in their home country or atleast avoid going to the United States, other wise it will be delayed. Does this apply to Seafarers who holds C1/D Crew Member Visa?

It applies to everybody.  K-1 can only be issued outside the United States.  You can't get it if you're inside the United States.
