  1. K1 visa  can only be filed by  you B/F fiance    if your B/F Doe's not meet  the  qualification  to file affidavit of support  then he needs to have a  financial good standing  immediate relative   co-sponsor you

  2. If your b/f's income is lower than the requirement, he'd better get a joint sponsor. His relatives should be better.

Don't waste time and $$ to get tourist visa, approval in Manila is equivalent to zero.  Go with K-1.

  3. Speaking from experience, when I sponsored my then girlfriend (now my wife) I obtained a K-1 fiancee visa. It was relatively simple. I remember that I submitted the paperwork, without a lawyer's help, in early March 1999 and by July 1999 she was here in the U.S. with me. We then got married in August 1999 and here we are 4 kids and almost 9 years later.

Mind you this was before 9-11. I don't know how much things have changed but I feel that it would be in your best interest if the interested party, in this case your bf, sponsored you. I think it would be easier to say that you'll marry him and so forth, because it is almost nearly impossible to obtain a simple tourist visa because the restrictions are so strict.
