Start with a little vest top like this: http://www.marksandspencer.com/gp/produc...

Then you'll need a pattern similar to this.  It shouldn't be too difficult to alter the front so it has a seam up it, or the opening for the zips.  Just cut the skirt as short as you want it and decorate the seams with open-ended zips.  These decorative ones are quite good fun, if a tad expensive!  http://www.zipperstop.com/id22.htm

You'll need to find or make a plaid mini like this:
