I'm thinking of buying this jet ski. can i test engine with no water?

Yeah you can start it up out of water for 10-15 sec. just don't run it longer than that or it could overheat.  I used to own a similar Kawasaki jet ski and it said you could do this in the manual.

If it doesn't have a flush kit, you can install one. If it does have one, it's a fitting on the head that you can hook a garden hose to. Most of the SX's had them from the factory.

Start the motor and turn on the water. It allows you to run it and flush out the system. It will give you a good idea of how it starts and runs.
