Keeper League option in yahoo Fantasy football?

Question

For this upcomming season yahoo finally has a keeper option for players, but what I notice is that you have to add the keeper players before the draft to their teams. Is this option only for people that are keeping their league from last season and had agreeed on keeper players? or if not can someone please explain how this option works?

I also need an answer to this question. I entered all the keepers, yet they are still viewable in the pre-draft rankings queue.
