Kenmore Sewing Machine 16221 will not feed

Question

I just bought this machine a couple of months ago. It was working fine and then it stopped feeding the fabric. I took it apart and cleaned it. The feed dogs seem to be working just fine but the fabric will not feed. It just stays in one place and bunches up on the bottom. This problem started yesterday, then it was working fine again and now it's doing the same thing.
