Kenmore sewing machine 15008100 not working

Hello Friend,
The machine is stuck. The motor is working cause I can do bobbin winding. I replaced shuttle hook , thread, bobbin case, and needle but still not working. I tried to rotate hand wheel but it is stuck rotates about 15 degree angle only.
is ther any lock or something/
please assist
