Kenneth Cole KC1169 not working

Since I got this watch, it hasn't worked. I mean, it doesn't tick or move. It remains indicating same time. Seconds are ticking (you can see little second arrow rotating) but minutes and hour arrows don't move.What could be the problem if it doesn't seem to be battery-related?
