Poor climate; too warm for crops, leading to exposed land, leading to soil erosion and desertification, as said above

Inappropriate technology - no point in giving tractors if people aren't educated in how to use them

Poor education - leads to cycle of decline

Their only real source of income is the safari parks, but because a lot of them are tour-operated, or owned by multi-national corporations, the money is 'leaked' away from the local economy.
