Keyboard won't repond during the boot process

Hi, I'm having a serious problem, my computer won't startup correctly after I turned it off. I get an error stating there is a possible problem with the BIOS. I can't even access the BIOS because my keyboard is unresponsive now and so is the mouse. My friend said that it may be due to too much power usage so we unplugged all the nice extra stuff I had, that didn't work. When I turn the computer on it acts like it's starting up and tries to load Windows XP but I get the blue error screen saying that windows could not start. So I can't run windows or access my BIOS to fix the problem. I'm really stumped to what the problem might be. I turned it off properly, my hard drives works just fine and so does the mouse and keyboard. I did check in other forums with similar problems, they stated that the motherboard could've fried. I hope that's not the case.
