In the United Kingdom, why do shops that cut keys, mend shoes as well??

I think it 's the other way around: Shops that mend shoes also cut keys. It's probably because the machine for cutting keys is not very big, you don't need a whole lot of training to use the machine, and the basic investment is relatively low. You will also find key-cutting done at dry-cleaners. And it's not only in the UK where this is a common combination!
