Kicking into touch?

I'm on about when the ball is kicked into touch during play and it doesnt bounce before going out.

How come sometimes the lineout is level to where the kicker kicked it and other times its where the ball went over.?

Is there some sort one exemption to the rule rule?

  1. If its kicked from inside your own 22 it does not have to bounce, from outside the 22 it must bounce unless it is from a penalty.
