Kids passports when x husband dont want to give his singutre

my finance lives in mexico and her x is refusing to give his signature for kids passports.does any one know how else we can go about getting kids here?or get passports,and court system don't work there

Forge his signature. I hate to admit it and it's been a long time ago but I did that and had it notarized by a Notary who did not care that the person who signed it did not do so in front of her. It worked perfectly.

Forging the signature is a federal offence.  The child's mother needs to get the assistance of a lawyer...no way around it.   For the child to leave the country, he would also need a signed notarized letter of permission from the father.  So...the mother needs a good lawyer to help her go to court and get sole custody or an ammendment to the custody agreement.  If the judge declines to grant that, then the child will have to stay in the U.S . until he is 18.  Any notary that would sign a falsified paper knowingly is putting himself  at risk of jail time.
