Kind attn: eye specialists :,Can my couson get a driving license?

Question

My couson needs a driving license in kuwait. She is working on a managerial position. Her one eye is damaged and has partial vision. She can see the objects but cant read the alphabets. The other eye has minus 9 vision. Can she get a driving license as she used to drive a few years ago in one of the asian countries. please reply from docters and the people who have experienced this incident is solicited .
