I don't think it will; I believe it was a Japan-exclusive game.

itz been a rumor for some time now, but recently there has been evidence that it probably will  come out, although it may just be the remake of chain of memories. Square is having auditions for voices for the characters Vexen, Lexaeus, Zexion, Marluxia, and Larxene, which seems to be strong evidence because they are the only characters without english voices. hopefully we wont jinx it and we will finally get to play the game.

Not very sure about that, but mostly it won't since it has been very long since the Final Mix + is out in Japan. If they had any plans releasing Final Mix + out of Japan, they had done that long ago.
