Kirkland shampoo (costco) caused dandruff - Consumer complaint?

i have bought Kirkland Shampoo.

It caused me sever dandruff.

I have mailed my concern to Costco, and they reply very casually.

Where should I lodge complaint ?

Is there any government body which takes care of such consumer complaint ?

instead of mailing a complaint, you can always just take the shampoo back!!! and they will give you your money back but thats all we can do. yea, it caused sandruff on your scalp, but it didnt for the thousands of others people that have used it...  see what im saying?
