Know anything about an Atlas outboard motor?

This motor is about 1.5 to 2 HP, called an Atlas but decal says it was made by Goodyear. Built in fuel tank is red, starts with a rope wound around the top like an old British seagull instead of a built-in recoil starter. It runs but does not move much water through the system. It is water cooled though.

Never actually sighted one. ( unlike the volvo outboard my neighbour owned which another couple of answerers said didn't exist.), but here's where you can get a manual for it.

It is an old name.I have heard of it. We had a Seaking made by Thor that looked and worked like that. It was a 1 horse.It will not move much water through the system.
