Back during the "cold war" we got convinced nuclear warfare was unsurvivable and threw in the towel, while the Soviets (and now Russia to this day) never stopped building shelters or instructing it's citizens how to survive. Now with terrorism a greater concern, the lower yield weapons would be even more survivable, IF people have shelter and know what to do.
