Konica 1015 copier with image ghosting problem

Question

I work at a non-profit that has a copy Konica copy machine that has sever ghosting issues. It is possible that toner for a Konica 3135 has been used in the machine. Could this be the cause of the ghosting, or is more likely a drum issue?
