Yes.  A long time ago.  There are elements of the protocol that are distinctly unfair to Australia.  Carbon is allocated to the place of extraction - not to the place that derives most economic benefit from its consumption.  Australia gets hit for large amounts of the Japanese consumption of coal, for example, because of the amount that is exported.  Some allowance was made for this in the Protocol.

    The real problem with Australia's failure to ratify is that The Great Consumer - the USA - could use Australia as a supporter for their stand in refusing to do anything.  They were not a pariah, as they should have been.
