Kyrocera finecam S3L. When I turn on the camera the LCD screen is waving around with a black line

When I turn on the camera the LCD screen is waving around with a black line to the left hand side of the screen.Is the battery on it's way out and needs replacing or is the whole camera on it's way out,many thanks
