  1. It would have no impact on the evironment.  Even if there was full compliance Kyoto would have no impact on temperatures or global warming.  It does not take into account countries like India and China where most of the industrial growth is happening these days.  It also sets Russia's targets based upon old Soviet levels of pollution, letting Russia actually increase its emissions.

The only impact it would have would be to make industrialized countries throw away money trying to reduce emissions when they'd have no effect on the climate.  It is really just a redistribution of wealth scheme with the wealthiest countries being forced to buy carbon credits from less developed countries.  Most of Europe, which signed Kyoto won't even be able to meet their individual goals of the treaty.  Canada has acknowleged that it can't meet them either without wrecking its economy.

  2. Well since none of the objectives have been completed I would say its mostly a failure.

It could be viewed as a positive in that countries did try to improve things and hopefully did improve them some.  They just set the goals too high.  They needed to set achievable goals or counties will give up if they view it as unsuccessful.

  3. Kyoto raises taxes and reduce individual freedoms.  We don't need it.
