LASKO model 5400 ceramic heater

Question

The fan motor woun't come on but the ceramic plates still heat. The fan motor is function when indipendently hooked to a power source. There is a set of contacts just above the ceramic plates. When they are manually pushed togeter the unit operates fine. Is it safe to hard wire across the contacts and/or what is prohibiting them from automatically connecting?
