LG Shine KE970 question

Question

Hi I just bought a phone from Ebay Unlocked. It is an LG Shine ke970. When I put my sim card in it states "Limited Service" and when I try to call out is says "emergency only"
My carrier is Centennial and they operate on 1900mhz and they said it is compatible with their service.

The box has a sticker that says T Mobile. What do I need to do? Or what is wrong with it?
