Singapore has a lot of fines that you need to pay for littering, j-walking, etc.

It seems to work there.

But in the U.S., you could put up a sign for 5,000 us penalty for littering and people would ignore it.   The best thing to do is to pick it up right away.   Use local prison labor, etc.   That way people might think twice if their piece of trash is the only thing that looks out of place.
