Ladies, fashion help for a guy?

I know its only August but for halloween I want to dress like a girl as a joke. Anyway, either costume I'll wear involves a skirt. I've never work a skirt before though. Can you give me some general advice, such as how to prevent upskirts and how to deal with windy days?
