Their are too many absurd Batman villains to pick just one. Consider these losers:

The Ten-Eyed Man (who is blind but can see through the tips of his fingers and thumbs)

The Spark Spangled See-Through Man (who is invisible, but is surrounded by a visible charged aura which makes his invisibility useless)

The Terrible Trio (who wear business suits and large masks which cover their entire heads. They are individually The Eagle, The Fox, and The Shark. They have no unusual powers and have built a variety of vehicles that make them "masters" of the air, land, and sea. The cost of any of their vehicles would be far greater than the proceeds from their crimes).

The Spinner (who wears some sort of armor that allows him to spin in place like a child's top. He has no super-speed, cannot create windstorms, or do anything else except spin very fast in one spot).

The Kite-Man (who commits crimes by using specially designed kites).

The Bell (who commits crimes using specially designed bells. He is built like a bell and is too fat to run).

The Brain (who is crippled and uses a specially designed wheelchair which has weapons like flamethrowers, bazookas, and machine-guns built into it).

Those are just the tip of the iceberg, like most other DC heroes who lasted through the nadir of the costumed heroes, Batman encountered scores of far less than impressive foes between the years 1954 through 1965, and a fair amount of duds before and after those dates.
