Land line not working correctly all year and wondering about rights?

Our phone line has been barely audible all year and is now affecting our DSL line. We live in Charlotte, Vermont and Telecom is telling us that it's a wiring problem in the wall and that we need to get an electrician to fix this. My brother is an electrician, but unfortunately lives a few states away, and he said they are responsible for running a working line in our house. I have them coming out for a 3rd time tomorrow to fix the problem. They said all they can do is run a temporary line outside the house and drill it into our bedroom to fix it, the DSL. And that they aren't fixing the phone line. Anyone have any idea of my rights or where I can find them out?

  1. Ok. Most of the time the telephone company is only responsible for the wiring up to your house. Their responsibility stops at the little box on the outside of your house. Now, there is an added feature that costs a few dollars a month called inside wiring insurance plan (or similar). With that they take care of all of the wiring, inside and out. FYI, you dont need an electrician for your problem, you need a telephone man. Your first step should be call your carrier and ask it they offer an inside wiring plan. I could talk you through troubleshooting the problem if you like.  I'll keep an eye on this question.
