Land-line phone question?

My cordless phone consistently sounds like someone is picking up on or about the 3rd ring when dialing out and almost immediately when dialing out from the regular phone, but keeps ringing (no one has picked up) When the other party does answer, there is an intermittent clicking noise during conversations.

What would cause this?

Do you have a maintnence agreement with your phone company?  If you do, then have them come out and check your lines.  Otherwise, it's gonna cost you to have them come and check.
