Landing Gear Design- Tire and Wheel Sizing?

Question

I'd like to size a tire and wheel combination but do not know how to read the existing measurements. Its a 1800 static weight for main wheels and 450 static weight for nose wheel in a tricycle config. Single engine propeller craft seating 4 ppl.

Retractable or fixed gear? If fixed, does it have wheel pants (fairings)?  Is the weight mentioned in pounds or kilos, and is that fully loaded or empty weight? It all makes a difference as to the maximum size of tire and the load rating.
