Laptops as Carry on in the UK?

My brother is leaving for London tomorrow and wanted to bring his laptop. He heard that a laptop cannot be a carry on an must be in the regular luggage. Is this true in the UK, can a laptop not be in your carry on luggage? If you have any advice please answer, since he is leaving in 6 hours I don't really have time to wait a few days! THANKS!

  1. Laptops are fine as carry on in the UK. Rules are very similar here to the US.
