1. A- 9 out of 13 states made it very hard for laws to get passed. (Not b- that would not be a weakness, not c- that would be beneficial, and not d- it would not make sense to call that a weakness)

2. A -Small states because they had less population(power in congress) so they wanted equal representation.

3. D- Dainiel Shays was a farmer in w. ma, and it was known as an uprising of the common man against the govern,ment.

4. A- (otherwise known as the Conneticut Compromise) this satisfied smaller and larger states by giving each state 2 senators regarless of population, and House of Representatives based of how much population.

I wouldn't go with the answers above...some are right, some are wrong.

Think through this - for a brand new government of states that aren't known for working and playing well together, which would be the largest weakness?  a, 9 of the 13 having to agree on something before *anything* can be done; b, Congress having the ability to work with the Indians; c, Congress having the power to appoint ambassadors to other countries; or d, Congress having the power to declare war.  Which would make it most difficult to run a country?

Ok as far as proportional representation.  Proportional representation means that a state is allowed as many representatives as it has people - say, 1 per 10,000 people.  A state with 300,000 people (take Virginia as an example) would have 30 representatives, while a state with 20,000 people (like Rhode Island) would have 2 representatives.  Which state would find this unfair: the large state, the small state, the slave state, or the state without a port?
