There are women with regular cycles that are not fertile. But in general, women with regular are more fertile than women with irregular cycles. Just because your cycle is irregular does not mean you aren't fertile. It is just harder to figure out when you are about to ovulate.

Depends on the woman. My cycles are completely irregular, but for me that IS regular. My cycles range from 28 days to 40... It's frustrating but all it means for me in the conceiving department is that I have to do a little extra work to figure out when I ovulate. I'm well equipped with ovulation predictor kits and a 28 month chart of my cycles.

So to answer your question with a direct answer! Yes it can affect it. Some woman don't ovulate because of hormone levels, this could be a reason some women's cycles are so messed up. Another reason is just the difficulting of pinpointing ovulation.
