Not by law but one would hope that information would be volunteered for a number of reasons.

You are also fully entitled to the birth and adoption records in the UK if you are an adult adoptee and the father's name may be recorded somewhere in those

I'm sorry if  you are having trouble finding out your origins and ancestry.  So many situations suck for adoptees.
