Lawn vandalism punishment in California?

Bit of an odd question, but my neighbors had their front lawn showered in bird seeds and I was just curious if this could be considered an act of vandalism? Personally, I wouldn't mind (a few birds/weeds never hurt anyone), but my neighbors are furious....Would this practical joke be in line with vandalism such as "salting" a lawn? What is the definition/punishment in the state of California for such acts of vandalism (salting lawns etc.)? Very curious is all. Thanks so much in advance!!!!

it really depends on if it was done by juveniles or juvenile adults. kids might get community service and the parents may have to pay for the lawn if it does serious damage but if an adult did it, they should deffinately pay for the lawn.
